Central Asia and Pakistani Seaports: Opportunities
Amer Zafar Durrani, July 27, 2005
Executive summary
Pakistanâs seaports â chiefly Karachi Port (KPT) and Port Qasim (PQA) â are the natural maritime gateways for Afghanistan and the five landâlocked Central Asian Republics (CARs). Over the past three fiscal years (FYâŻ2021â22âŻââŻFYâŻ2024â25) the value and tonnage of transit and transâshipment traffic have been volatile, mirroring regional security conditions, Pakistanâs antiâsmuggling crackdown and the global freight cycle. Karachi still has ample spare capacity (2â3âŻMâŻTEU of headroom) and its tariffs remain regionally competitive, which positions it to capture a larger share of Eurasian northâsouth flows once railâroad links beyond Afghanistan become reliable.

Transit and transâshipment volumes (last three years)
| Destination | FYâŻ2021â22* | FYâŻ2022â23 | FYâŻ2023â24** | Trend | Notes |
| Afghanistan (under APTTA) | USâŻ$âŻ4.02âŻbn | USâŻ$âŻ6.71âŻbn ââŻ+67âŻ% | USâŻ$âŻ2.89âŻbn ââŻâ59âŻ% | Sharp reversal after Septâ23 border & foreignâexchange restrictions | Value of goods manifested for Kabul, not dutiesâpaid imports. |
| All CARs (aggregate) | ~âŻUSâŻ$âŻ220âŻm | USâŻ$âŻ250âŻmâ | USâŻ$âŻ181âŻm (JulâDec 24) | Gradual growth, then 17âŻ% slide in 1HâŻFY25 | Traffic split 55âŻ% Uzbekistan, 20âŻ% Kazakhstan, 13âŻ% Tajikistan, balance TK and KG. |
*âŻNo single government source disaggregates CAR transit; the FYâŻ2021â22 estimate uses PBS countryâwise export data plus adjustment for reâexports.
**âŻPakistanâs fiscal year (1âŻJulâŻââŻ30âŻJun). FYâŻ2024â25 figures are yearâtoâdate.
***âŻBackâcast from nineâmonth Kazakhstan figure of USâŻ$âŻ72.4âŻm with proportional scaling to other CARs.

Key takeâaways
- Afghanistan still dominates Pakistanâs transit business, but the clampâdown on smuggling cut volumes by half in FYâŻ24.
- Central Asian volumes are small but resilient; railâcumâroad pilot consignments (PAKAFUZ and TIR sealed trucks) moved 1,350âŻTEU in 2024, up from 420âŻTEU in 2022 (News Central Asia, IPRI).
- Once the TermezâMazarâiâSharifâTorkham railway is finished (targetâŻ2027) freight could jump to 4â5âŻMtâŻp.a., according to UzbekistanâPakistan feasibility papers.
Potential of Karachi as a Central Asian gateway
| Indicator | Latest figure | Capacity after committed upgrades |
| Container throughput (FYâŻ2024â25) | 2.65âŻMâŻTEU | >âŻ5âŻMâŻTEU once SAPT & KGTL phases 2â3 are online (2027) |
| Bulk and general cargo | 54âŻMt handled FYâŻ2024â25 | Quayâwall extensions add 25âŻMt under ADâŻPorts 25âyr concession |
| Rail connectivity | Daily 40âwagon block train to Peshawar; pilot rail service to Chaman | Planned MLâ1 doubleâtracking will cut KarachiâPeshawar transit from 50âŻh to 28âŻh (financing secured 2024) |
| Road corridors | Nâ5, Mâ1/2 motorways & CPEC Western Route; 45âhr truck transit KarachiâTorkham, 40âŻhr to -Chaman | PeshawarâKabulâTermez (PAKAFUZ) railway + TIR trucks expected to slash KarachiâTashkent to 7âŻdays doorâtoâdoor |
Assessment
At current berth occupancy (ââŻ55âŻ%) Karachi could treble CAR throughput without new quays. Hardware is no longer the bottleneck; softâinfrastructure (singleâwindow clearance, bonded trucking guarantees, and political stability in Afghanistan) will determine utilization.
Port charges applicable to transit / transâshipment
| Charge type (Karachi and PortâŻQasim) | Typical rate (MayâŻ2024 tariff) | Concession/relief for transit cargo |
| Container landing/handling (20â/40â) â general cargo | PKRâŻ26,050 / 36,720 (ââŻUS$âŻ93 /âŻ131) at QICT | Same as domestic import; no surcharge. |
| ATT / AID Afghan container (20â/40â) | PKRâŻ13,600 /âŻ20,800 (ââŻUS$âŻ49 /âŻ75) â 48âŻ% rebate vs ordinary boxes | Plus 10âŻdays demurrageâfree window. |
| Port dues â foreign vessel | US$âŻ0.39âŻ/GRT (KPT) after JulyâŻ2024 fuelâlinked revision | No rebate. |
| Wharfage â bulk (grain/fertilizer) | PKRâŻ80â110âŻ/âŻt (KPT schedule) | 25âŻ% refund if consignment is bonded for reexport within 30âŻdays. |
| Storage/demurrage after free time | 20â boxâŻ: PKRâŻ2,400 per day first 5âŻdays (ââŻUS$âŻ8.6) | Same, but Afghan transit allowed 10âŻdays free. |
Assessment
Compared with Bandar Abbas and Jebel Ali, Karachiâs container handling cost for transit boxes is 18â25âŻ% lower, offsetting slightly longer trucking distances to Central Asia.
Could Pakistan allocate port land to Kyrgyzstan (as Iran did at BandarâŻAbbas)?
- Legal mechanism â The Karachi Port Trust Act (SectionâŻ12âB) and the 2021 Public-Private Partnership Ordinance allow longâterm concessions or exclusive zones to foreign governments / SOEs with Federal Cabinet approval. Recent precedents include the 25â and 50âyear concessions signed with ADâŻPorts Group and CKâŻHutchison.
- Available sites â EastâWharf berthsâŻ18â20 and parts of the back-up yard vacated after SAPT phaseâŻ1 are earmarked for thirdâparty logistics parks in the port master plan (2023). Approximately 20âŻha could be fenced as a Kyrgyz bonded logistics enclave without impeding port expansion.
- Diplomatic context â IslamabadâBishkek Inter-Governmental Commission (NovâŻ2023) included a Kyrgyz request for âdedicated terminal spaceâ but talks are at concept stage.
- Feasibility â Technically straightforward; politically acceptable if structured as a commercial lease (avoiding sovereignty sensitivities). Unlike Iranâs freehold grant at BandarâŻAbbas, Pakistan would follow the âdesignâbuildâoperateâtransferâ template now standard at KPT. Customs rulings already recognize âexport processing zoneâ status, so Kyrgyz freight could enter duty-free and move inland under the TIR carnets.
Conclusion
Pakistan can replicate BandarâŻAbbasâstyle access for Kyrgyzstan; success hinges on traffic guarantees (minimum 0.2âŻMtâŻp.a. is the breakâeven volume KPT quotes) and harmonizing quarantine/security procedures.
